Recientemente el vocero presidencial, Manuel Adorni, anunció la intención del gobierno nacional de enviar un proyecto de ley para sancionar a la docencia por adoctrinamiento. Lo curioso del anuncio (del cual nada se conoce en relación a su contenido) es que viene de un gobierno cuyo presidente dio una master class de burdo adoctrinamiento durante la apertura del ciclo escolar 2024 en el Instituto privado Monseñor Copello (único ámbito escolar en el cual hizo acto de presencia).
A esta amenaza se suman:
– El desmantelamiento del INFOD, instituto de formación docente que configuraba una de las pocas funciones del extinto ministerio de Educación desde la transferencia de escuelas en la era menemista: la de orientar la formación de todas las jurisdicciones, así como la producción de materiales de aula.
– El freno de la compra de 14 millones de libros que estaban previstos para enviar a las escuelas de todo el país con la excusa de que deberían revisar los contratos. En tanto, las clases comenzaron sin libros.
– La orden de bajar los materiales didácticos de apoyo a los contenidos curriculares que figuraban en la página web del ex ministerio
– El cierre de Paka paka.
Es evidente que estas medidas no responden a la mera argumentación de que “no hay plata”. Están orientadas a lo que tanto el presidente Milei como su ministra de seguridad, Bullrich, y el PRO, hace tiempo vienen denunciando: la supuesta función de adoctrinamiento de la docencia hacia las nuevas generaciones. Por ello quieren hacer borrón y cuenta nueva de todas las elaboraciones curriculares a la fecha y del material didáctico que la sostiene.
En realidad, Milei forma parte de una derecha mundial que, como Bolsonaro en Brasil, Vox en el estado español o Trump en EEUU, ha emprendido una llamada “batalla cultural” contra la izquierda y el proyecto socialista de sociedad como alternativa a la crisis del capitalismo que vivimos. Esta ultra derecha tiene una percepción aguda de que la crisis es tan grande que no basta la precarización laboral de los trabajadores del mundo, el saqueo de los recursos naturales de los países semicoloniales, o las guerras en curso para mantener su dominación. Necesitan más: profundizar el control de todos los medios ideológicos que le permitan justificar un mundo injusto, desigual y en peligro de extinción por la crisis climática. Todo muy lejos de la libertad que pregonan.
La educación ha sido y es una poderosa herramienta en ese propósito de control. ¿Por qué, sin embargo, esta batalla? ¿Qué es adoctrinar? Es justamente lo que la escuela hizo históricamente y en gran parte en la actualidad: naturalizar ante las nuevas generaciones que el orden social, político y económico existente es el único posible y, sin problematizarlo ni contrastarlo con otras posibilidades, asumir su reproducción.
¿Quién adoctrina? ¿La docencia que no niega que en nuestro país se exterminó a los pueblos originarios y se los desposeyó de sus tierras o los manuales que durante generaciones inculcaron que hubo una campaña al desierto que solucionó el problema de las fronteras, borrando la presencia de seres humanos? Milei y su ministra Bullrich, esta última perteneciente a una de las familias beneficiadas de esa práctica, quisieran en cambio que la escuela siguiera reivindicando acríticamente a su ejecutor, Julio Roca, como lo han sostenido en reiteradas ocasiones.
¿Acaso es adoctrinamiento explicar en geografía la diferencia entre extracción de recursos naturales y extractivismo como práctica depredadora del ambiente?
¿Prohibirá el gobierno que la docencia no oculte que las empresas extranjeras se llevan los minerales dejando solo el 3% de su valor y en cambio pasivos ambientales irreversibles? A Caputo y a las empresas amigas de la megaminería, o el litio, en cambio, les gustaría que no se muestre esa realidad, Llegan incluso a financiar cátedras de universidades o realizar donaciones a escuelas escasas de presupuesto en la precordillera para que la silencien.
¿Se podrá en literatura seguir leyendo a María Elena Walsh, a Rodolfo Walsh o se vienen nuevamente los libros prohibidos y habrá que leer solo los clásicos españoles y justificar la colonización española como añoran algunos?
¿Cuál es la sanción prevista, la cárcel, el despido o qué, para quien se atreva en matemáticas a enseñar a calcular el interés financiero que paga nuestro país en concepto de deuda, superior a cualquier renta de una actividad productiva industrial o de servicios, y causal de una de las razones del crecimiento de la pobreza de nuestro pueblo?
¿Quieren prohibir que la docencia explique el derecho de las niñeces y adolescencias a conocer que la sexualidad es parte de su dimensión humana y su derecho a disfrutarla? ¿O prefieren volver a los tiempos de la ignorancia que desampara frente a las opresiones, violencias en las familias y perversiones ocultas en la sociedad?
A ninguno, y menos a Villarruel, les gustó que este 24 de marzo en las escuelas se siguiera denunciando que hubo una dictadura que ejerció terror de estado, asesinó, torturó y robó bebés. Es que muchos de los integrantes del actual gobierno son hijos de quienes ejecutaron esa represión o de empresarios que se beneficiaron económicamente de la estafa de estatizar sus deudas para que las paguemos todes, como Macri.
El caso es que la realidad es tan brutal que se filtra por las ventanas y aparecen docentes, muchas veces sin grandes definiciones ideológicas o políticas, simplemente leyendo con sus propias herramientas los contenidos curriculares dejan entrever la realidad abriendo a un proceso de construcción de conocimiento y pensamiento complejos en sus alumnes, incentivando la creación de instrumentos de lectura e interpretación de la realidad propios y por supuesto, críticos. Es a causa de esa función, intrínseca de la profesión docente, objetivo escrito de los curriculum desde la escuela inicial hasta la universitaria, donde los profesionales docentes faltan al mandato que de ellos esperan los sectores de poder: la reproducción y perpetuación del sistema. Porque abren las puertas de su aula al debate de sus estudiantes, a repensar el pasado, a problematizar el presente, y a asumirse como actores de cambio en el futuro.
La educación privada como garante del adoctrinamiento
Para este gobierno y sus aliados hablar de estos hechos de la realidad es adoctrinar. En realidad, añoran que la docencia realmente adoctrine. Es decir, que diga que todo lo que aconteció y acontece, está bien. Les incomoda la libertad de pensamiento. Censuran el conocimiento de las categorías marxistas en economía y filosofía. Anulan la perspectiva de género o imponen la teoría de los dos demonios. Por eso alientan la educación privada porque allí la ideología está predeterminada según el recorte que cada iglesia, o empresario seleccione como perfil de su institución educativa.
Estigmatizan los planes sociales, pero sostienen la subvención con fondos del estado de la oferta de casi el 70% de las escuelas privadas, lo que en algunas provincias significa uno de cada tres pesos de inversión efectiva en educación por estudiante. Miientras tanto, desfinancian a la educación pública. Ahora agregan algo más: subvencionan la demanda a través de los vouchers que empiezan a entregar a cada familia con ingresos menores a 1.500.000$. El cálculo aproximado es de 27.500$ por 2.000.000 de estudiantes mensualmente, lo que supone 495.000.000.000$ sin indexaciones en un año. Maliciosamente, al mismo tiempo, eliminan el Fondo de Incentivo docente que ya estaba sancionado en el desactualizado presupuesto 2023, lo que supone la rebaja de casi un 10% de salario según las provincias.
El voucher está pensado no sólo para retener la matrícula de las escuelas privadas que, frente a la inflacion y los bajos salarios, amenaza con trasladarse a escuelas públicas sino también para ganar matrícula de la pública. El actual Secretario de Educación, CarlosTorrendell, es miembro del Consejo Superior de Universidad Católica, promotor de la educación religiosa católica, cuyas escuelas parroquiales serían las más beneficiadas por este sistema. Muchas familias aspiran a una escuela privada no porque la educación sea mejor ya que muchas veces los docentes son los mismos pues trabajan en ambos sistemas. Es una triste manera de eludir el contacto con el 60% de la niñez y adolescencia pobre. Así se fue produciendo una fragmentación social de las escuelas que es nociva para la sociedad pues aumenta la discriminación y la incapacidad de generaciones de conocer la humanidad del otro, favoreciendo el crecimiento de la violencia social. Por parte de empresarios y sectores de poder, apoyar que el estado subsidie la educación privada seleccionando a la “gente de bien”, como dolorosamente discrimina el presidente a la población, es otra forma de “adoctrinar”, es decir de garantizar que la currícula de las escuelas privadas acentúe aquellos contenidos que reproduzcan la legitimidad del orden existente.
Para ello cuentan con una herramienta poderosa: el despido de la o el docente que se salga de esos carriles. La docencia privada no tiene derecho a la estabilidad en su trabajo. Cabe dejar aclarado que esto es lo que se busca en el ámbito del estado con el proyecto aún en bandeja de liquidar el estatuto del docente y que figuró tanto en la plataforma de la LLA como de Juntos por el Cambio. El miedo al despido es la forma más eficaz de garantizar el adoctrinamiento que pretenden los sectores de poder, así como, en sentido contrario, la estabilidad en el cargo es garantía de libertad de cátedra y de pensamiento crítico.
El derecho a la educación en cuestión
Por si todo esto fuera poco, desfinancian a la universidad pública al mantener el presupuesto sancionado en 2022 con una miserable recomposición inferior al 286,4% de inflación . No se animan aun a imponer aranceles, que es un proyecto histórico de la derecha para la que los pobres no tienen derecho a ir a la universidad. Al quitarle el sostén del estado favorecen a la privatización del nivel superior por pérdida de matrícula debido al cierre de cursos o carreras.
Pero, además, porque conducen a la búsqueda de fondos propios de las cátedras que terminan con subvenciones de empresas o bancos privados. Este peligroso camino erosiona la producción de conocimiento público, que es un cometido de la universidad pública, es decir, un conocimiento para la mejora de la calidad de vida de la sociedad toda y no para la ganancia de una empresa. El subsidio privado directo disciplina a las exigencias de investigación y producción de conocimiento de las empresas financiadoras.
Lamentablemente, este curso, otrora resistido por el ámbito universitario público, ha ya avanzado en muchas facultades y cátedras del país. Estas mismas empresas son las que claman por rebajar los impuestos, que es la forma que tiene el presupuesto de financiar la educación sin condicionamientos a la producción de conocimiento.
La frutilla de este plan siniestro la dio el ideólogo reconocido por el presidente Milei, el diputado Benegas Lynch, cuando divulgó algo que está en la plataforma política de la Libertad Avanza: “eliminar la obligatoriedad de la escuela. En su caso, fue más explícito en su propósito: “para que los padres tengan la libertad de no mandar a sus hijos a la escuela si necesitan que trabaje en el taller”, lo que es una desembozada defensa del trabajo infantil. La obligatoriedad de la escuela primaria fue un programa del liberalismo en Argentina del siglo XIX sancionada en la Ley 1420 de educación primaria gratuita y obligatorio, durante el gobierno del mismo Roca que ya mencionamos. Para Roca y su generación, en cambio, la escuela era necesaria para adoctrinar en la disciplina al nuevo estado que se estaba formando. Durante el siglo XX las luchas docentes y estudiantiles permitieron conquistar la obligatoriedad de la escuela media y el nivel inicial desde los 4 años, lo que implicaba la obligación del estado de proveer de los establecimientos y la docencia que los atendiera.
Milei tiene razón cuando dice que no es un liberal clásico. Su propuesta retrocede al medioevo. No representa a la burguesía liberal de finales del siglo XIX que dice reivindicar o a la que desarrolló algún proyecto capitalista productivo en los 30 del siglo XX. Sus propuestas son las del sector más parasitario de la burguesía, la que está ligada a la usura financiera, como socios menores de los fondos de inversión imperialistas. Son las de la “casta financiera”.
La escuela que defendemos es lo contrario al adoctrinamiento, que sí quiere este gobierno. Defendemos el derecho de les estudiantes a acceder a un pensamiento crítico, donde pueda confrontar ideologías, en el debate, en el intercambio con otres en un espacio público, es decir abierto, sin discriminaciones sociales, religiosas o ideológicas. Seguiremos defendiendo el derecho a la educación de la niñez y de la adolescencia, así como a la educación permanente de los adultos. Sostenemos el carácter obligatorio de la escuela hasta la secundaria y gratuito en todos sus niveles incluso superior. Porque concebimos a la educación no como un mero componente de capacitación de mano de obra sino porque tiene la potencialidad de una práctica de libertad que nos humanice, nos haga crecer y disfrutar más y mejor de la vida humana en sociedad. Felizmente, estudiantes y docentes de todos los niveles han comenzado la marcha de esta defensa.
